What is the recommended flow rate for a 30 gallon saltwater tank? Does the flow rate include that of the protein skimmer, filter, power heads? My filter is probably going to be around 150+ gallons per hour. Unsure on protein skimmer. How many power heads would be recommended for this tank size?

Just count your powerheads. (you could technically count some of your filter, but not really). Don't go by numbers. You need enough flow so that there aren't dead zones and then just place corals appropriately.

Recommendations for turn-over are ~5-7x your display tank volume thru your sump. ~20+x is recommended for total-flow in your display tank, achieved with powerheads and/or a closed-loop. Your turn-over rate can be factored into your total flow.
