Antennarius nummifer

I am curious as to why the tank size requirement for a frogfish that will never grow to more than 4 inches is listed at 70 gallons, when the other frogfish species that are listed grow much larger and only require 30 gallons. Is this a mistake?

Personally, I feel that A. nummifer can be kept comfortably in 15 or so gallons, and I don't understand why such a large tank is listed as required for this fish. Am I missing something? What is this requirement based on?
