Leveling controller does not alarm when the reserve water(that draws from a bucket next to the sump) is low. It sounds like it just tries to keep pumping even when low.
Should there be an alarm on the low water in the bucket?
Alarm is sounded when the sump is too low or high, so I know that the alarm does work.

Assuming you are talking about a Osmolator 3155. There is no sensor in the bucket with the pump if set like most use it. This being said the pump doesnt have a built in sensor so it has no way to know it is running dry. It will kick off after the time limit has expired though.

In theory you probably could use the backup white float upside down in your storage container and when water got low it would trip. But then you would loose your backup fail safe

The pump is not harmed by running dry, it is a direct drive DC motor. It shuts off after a 10 minute time out with the logic that if it takes more than 10 minutes to top off, your tank or sump or plumbing is likely leaking.
