Can anyone tell me what this is and should I be concerned?

There is some sort of bubbling going on that is making his entire eye protrude.

Here's a shot that allows you to see how far it protrudes.

Any help will be grateful.
Thanks Jimmy

Could this be the result of a sting from an anemone or a coral?

Very weird. At first glance, it looks like gas bubble disease. This disease can occur in aquarium fish in a few ways: rapid change in water temperature, supersaturation of water with oxygen (over aeration), or faulty equipment (filter or pump sucking air into the water). These events cause the fish's bloodstream to become supersaturated with gases causing trapped gas bubbles to form in their tissues; these bubbles try to exit through areas of "least resistance" like the eyes and gills resulting in bubbles (kind of like the bends in humans). But I'm assuming there are plenty of other fish in your tank that have nothing wrong with them?? Hmmmm....don't know...

I'm kind of leaning towards pop eye myself, but the way it's only on 1 side I can't be for sure. No other tank inhabitants have any symptoms the only difference is that they are chasing the blue devil. Trying to catch him to put him in the QT but trying to do that and keep his stress level low is hard to do.
