How minimal can a frag system be? Do you NEED live rock? Can new water with water changes be sufficient?

I have: Heater, 9w CF light, maxi-jet 900 all on a 3 gallon pico and im growing SPS.
My water changes are water from my display tank replaces the frag tank water and the DT gets a legit water change

I know a guy that has a 20g tank with a single 150w(I think) MH over the top of it and a couple of power heads in the tank for circulation. He has a couple of pieces of live rock under his eggcrate stand but thats it. He does water changes using water from his display and tops off with fresh RO water. I was suprised to see how successful all of his corals grow in his frag tank. He grows out all sorts of coral from softies to sps. The polyp extension on his sps are great too!
Amazing how simple a setup can be and still be incredibly successful.

What do people feed in such minimal systems? I am interested in growing montipora, zoanthids, mushrooms, and maybe some white pompom xenia.
