how do i make it an actual picture everyone can see>?

Press the IMG button when you're making your post, then paste the link into the box (you may have to turn off pop-up blocker).

When you click the IMG option it'll either pop open a window (in which case you don't have to turn anything off) or it'll put a message at the top of your screen, indicating it has blocked a pop-up. If you click on the message you should be able to choose to allow pop-ups for this site, or to temporarily allow.

Or to permanently turn it off for all sites, go to Tools, Options and de-select the 'block pop-up windows' option.
