I want to build a frag tank. I have a 72" long current outer orbit light fixture that has 3 150mh bulbs and 4 96watt pc bulbs (the ballasts are bad on the pc's and need replacing estimate $100). Should I build a custom tank myself to use this light? As a frag tank, it wouldnt be important for a quality looking tank.. or should I buy a fixture for my 75 gallon tank in the garage?

Well, since it's six feet long and has only 150W metal halides, the frag tank would have to be long and shallow, which would give you a lot more surface to start frags than a 75. Buying a new fixture for the 75 would likely cost more than DIY'ing a custom tank for the fixture.
On repairing the fixture, I'd scrap the PC's and go with a T-5 retro in the fixture. Since the bulbs are likely used and will need to be replaced, only extra cost over what you are planning would be the end caps, and the brighter light and lower power consumption would pay for the endcaps pretty quickly.
