I have a 40 gallon breeder and was going to put live rock and live sand and have a protein skimmer on it.do i need a power filter or any other filter for the tank or can i just have the live rock and sand and skimmer.

you do not need a power filter, but if you would like to run carbon to clean the water slightly, you can, but be careful, as it can also lead to a build up of nitrates if not cleaned regularly

Power filters can be fun in SW. They move a lot of water and create nice flow. But you do need to get all the detritus out of them on a regular basis otherwise they are counter productive.

with fowlr tanks the concern is the build up of nitrates. The best method for controlling these in a fowlr tank is weekly 10 to 20 percent water changes.
I agree with John Donne about power filters
