I have setup my controller to turn off lights when temp is >x degrees. However, when the temp sits at "x degrees", the lights oscillate on and off. What statement should I add so that they don't come back on until temp is 0.2 deg below x degrees.

Max Change is the best candidate; use it to keep the lights off for some amount of time once they turn off. There isn't a statement to say once temp reaches x, wait until y to do something.

Not sure what "Max Change" means?
It allows for hysteresis to keep the outlet from osciallating on/off. Use statements like this to prevent the oscillation:
If Time > 08:00 Then LT1 ON
If Time > 20:00 Then LT1 OFF
If Temp > 82.0 Then LT1 OFF
Max Change 030 M Then LT1 OFF
This will keep LT1 off for at least 30 minutes before it is allowed to turn back on.
