I have a 20 long and im setting up a 150 watt HQI to hang about a foot over it. Can I leave the glass tops over the tank to reduce evap? Does anyone do this with halides?

I would remove it, as evap is a good thing in such a small tank. Or else you are going to trap the heat and the tank will overheat!
