I plan on running BRS HC GFO in a BRS reactor and I have a 200 gallon system, would 1 cup replaced monthly be sufficient or should I run more?

I run my GFO in a canister filter so I am not that familiar with reactors.
But, if you contact BRS, I'm sure they can give you a recommendation. :)

What is your phosphate level at? This will have an influence on how often you will want to change it?

If the phosphate level is low already, a cup might be plenty, depending on how much phosphate might be in the system. For fine-tuning, watching the growth of cyanobacteria, the coloration of corals, and similar factors might be the best approach.
For tanks that are showing a lot of phosphate, I'd start with a small dose, maybe 1/2 or 1/3 of the recommended level, and increase the dose slowly, to avoid shock as much as possible.
