so i just mixed up a new batch of salt(reef crystals) for 24 hrs and my ph doesnt seem to get any higher than 7.83 with pinpoint ph moniter
alk - 11.8 dkh / 4.23 meq/l
cal - 390
any ideas of how i can get my ph to the acceptable range of 8.2

The pH is being controlled by the CO2 level in your home air, assuming you have aerated it. I wouldn't do anything to water change water with that pH. IMO, it is not necessary to match the tank in terms of pH. :)
