CO2 tank connection issue

Should i be using teflon tape when connecting the regulator to the CO2 tank?
I am getting some leakage when I connect the regulator.

There should be a nylon or rubber washer on the regulator part. Does the nut on the regulator that attaches to the CO2 tank spin freely of the regulator pipe?

No, do not use teflon. As Jim stated there is a washer in there. If there is not the gas supply store can give you one.
