What role, if any, does water temperature play in the growth of cyanobacteria?

Some, but not much. Higher temperatures will make waste rot faster and the bacteria multiply faster, but it will not be the determining factor of whether an outbreak occurs or not.

I've had high temps initiate a cyano breakout in a couple tanks on a few occasions. These aren't super clean, heavily skimmed SPS tanks though. They were, however, tanks where the nitrate tested 5 or less (normally 0) and all other parameters were ideal aside from temp. I had 85'ish degree water that caused it. Low flow and low pH can initiate a breakout too.
