Puffers and lionfish often don't mix well. Puffers can nip at the fins of lions which can stress them to the point of illness or death. It's not a given but it happens. The tusk should not pose a problem. Having all three of these in a 110 is going to be cramped.

The 110 is a tall, 4' tank, right? These are hard to maintain, I used to have one. Got rid of it because I felt it limited my fish options too much. I replaced it with a 125. The 110is not good for larger fish that need swimming room. I wouldn't put all three in this tank. Puffer or lion (actually, a dogface puffer might be okay with a lion). I'd skip the tusk, it needs more swimming room. And a dog faced puffer would eventually outgrow the tank.

With this tank, I'd keep smaller fish, less than 7". Also, maybe a smallish eel, like a snowflake moray.

What type of puffer you looking at? Harlequin and lion should be fine in a 110
