I believe this occurs after the bulb has been fired. Yes, normal.

well the bulb was supposed to be brand new in the box. I wanted to make sure that this is normal or if I got a used bulb.

Hmmm... usually the bulb would only be smokey filled if it were fired. I use Radium, and never got a brand new bulb that had a burned in filament. Maybe it happened thru testing??? Did you call the store of purchase?

Not yet, just got the bulb this evening and looked at it. It just caught my eye as not being quite right. Ya the 2 sides of the inner glass looks like smoked glass but rust colored

ok cool thanks guys. I just hooked it up and I have to say it is a little brighter and crisper than the Phoenix 14k but honestly not worth almost double. I'll wait a few days before I make my final decision but so far I'd say the Phoenix is the better bang for the buck.
