How do you know it froze-- was it frozen when you got it?

I'd say it's safe to use but may be pointless if the bacteria died. Some bacteria can stand being frozen quite well. Some can't.

Yeah, his mountain biking course arrived frozen. :rolleye1:

Fufu: Its full name is Microbacter7. It's a bottled bacteria product from Brightwell.

OP: I'd see if you can get a new bottle sent, this time with heat packs or better insulation.

i believe it can be kept in the fridge to make it last longer, i don't know about freezing solid though.

I would consider contacting Brightwell Aquatics directly, but I couldn't find any warning or even storage suggestions on the bottle so I am leaning towards saying that it will be just fine.

It would really depend on what is in it/whether there are really live bacteria in the product, but they may not tell you for proprietary reasons. I would ask the company/vendor to see if it matters and if they can send you a new one.
