Yeah your actinics would go on at noon, at 1 your daylights, at 7 your daylights would go off, and at 8 your actinics would go off.

You can set it at any time you want. It could be from midnight to 8 am if thats when you view your tank. You can go on a 6-10 hour photo period. Its up to you.

T5's can be run 11 hours if you want them to. I start my cycle at 10 and they go off at 9, one hour sunrise and sunset.

using water straight from the ocean?

Using water within 1 mile of the beach is USUALLY discouraged. When it rains, all kinds of pollutants, fertilizers, etc. flow right over the sand and into the water. If collecting natural ocean water, it is generally reccomended to go offshore at least 1 mile.

That being said, I have a freind who has a local species tank(all stuff caught where we live, near shore and in the bay) and its been up and running for about 6 years, using bay water, no problems.
