You will first need a bulkhead to fit that hole and then select what type of drain pipe you want (durso, etc..). If you have a glass shop in the area you could get them to cut you a piece that would fit in the corner and contain the hole. Or maybe some acrylic with a lot of silicon to hold it to the glass

If you wanted to do something very simple just get the bulkhead and make a pipe the height you want the water to be.

i cut a piece of glass for my tank that 45*'s the corner and creates an overflow. my holes are in the bottom back of the corners. then i made a stockman to handle the plumbing duties.

You could try building a two sided overflow box and silicon it to the glass. Maybe drill another hole for a backup drain or return?

I dont really want to cut glass and make overflows becouse I have allready made a foam wall and dont want to re do it

I was thinking about one of these just on the end of a pipe

My concern is will this be load and is there anything I can do about not being loud
