The coral in question is a small frag of candy cane. I've searched the archives and no one specifically addresses this part: Is it OK for the coral frag to be out of the water for a few minutes while you glue it, or is this a complete no-no?

Being out of the water for a few minutes is not a problem.

My buddy puts the coral in the water wearing gloves, flips it upside down so the part wanted to be glued is exposed slightly above the water, puts on the glue (he used purple coraline coloured marine glue) some special company, idk the name, and then pressed the rock to it.
Another method I have seen is to get a rock, pierce the coral QUICK with a toothpick, and put an elastic on one end, wrap around the rock over to the other side of the toothpick, and secure. Over a few days the coral naturally will attach to the rock and the toothpick can be quickly removed.
