Ozone generation by UV vs by arc

Is it true that ozone nowadays is generated more by UV than by an arc?

I think my repaired ultra 100 ozonizer uses UV.

It has a 4 square pin ballast.

I checked, UV at about wavelength of 180 will produce ozone and the bulbs are about $70 each.

Does the air needs to be drier if you use UV to generate ozone? Or can it be not as dry as for an arc?

Actually the air can be damper with UV generation, however, ozone output is still higher with drier air. Both methods are very common in aquaculture sized units, with corona discharge being more common in hobby sized units.
