If you use simple T12 tubes, say for FO tanks, what are some starting cautions?

Is it true that the need to have grounding shield near lamp applies only to rapid start lamps?

Can I use a starter to start any fluroscent lamp, rapid start or otherwise, and do without the grounding?

If you use a starter, does it mean that you will not need to have a grounding shield to start a lamp.

This is nice to know because it simplifies the making of hood or fixture. A plastic gutter and caps may work as a fixture if a starter is use. I wonder.
