My buddy is setting up his reef tank (65 gal tank, 20 gal sump) and is looking for a user friendly skimmer for around $200. Most of my experience with skimmers in this price range have either been inefficiant or take a ton of tweeking to keep it skimming properly. Does anyone have any suggestions.

I think the second generation of the Vertex IN-100 would do the job. No tweaking if you have an ATO and sump level is constant.

look at the bubble magus or the new SWC cone skimmers everyone is getting and talking highly about.
