Fellow reefers!!!

I have a nuisance algae problem. It seems to be getting worse :(. Here is my tank break down. I have a 72 gallon tank. A 30 gallon sump. I have a pair of clarkis and a GBTA. A few turbos and a small spiny urchin. Three blue chromis. I've had the tank running for three years now. It is a softy tank. It has some shrooms, palps,gsp,and a frogspawn. I din't have fish in it untill last summer. I have 0 nitrates, cal is 430, dkh 9.0. I went to the LFS and got some phosgaurd. I threw it in the sump sock. I'm stopping at the LFS tonite to pick up a PO4 test kit. What can I do to reduce the algae. I have some green hair on the rocks. Some brown on the sand. I even have a small spot of red slime. I'm stumped. My friend told me to get a lifegaurd inline filter. I've read on here to get a phosban reactor. I've also read on here to add a fuge. I'm not sure what to do. Do I need mechenical filtration, or chemical. Or both?????
