I have a set of moon lights that were working fine, and now the cirucular end of the plug that goes into the light is a little corroded. I tried to clean it a bit but they still won't fire up. How would I use a mult-meter to determine if it is the plug or what is going on?

put one of the meter leads into the center of the plug and the other on the outside of the plug and look for DC voltage. Not sure what type of lights your using but 12v dc is pretty standard.

The best way is to measure by "Voltage Drop" but not the easiest. This will tell you the condition of your connections. You will have to do a little dissecting of the components though. As the poster above said we need a lot more info.

What lights are you using?
Read the power adapter and find out the output voltage. Prob. 12v DC.

Measure if you have the output voltage at the connector. That's a good start.
