Recently i've repared that a column of fat appeared in the top of the water.
This column decrease the gas changing and quality of light.
Well, my skim doesn't do anything and i'm going crazy!
Can anybody help me to solve this problem please?

if you don't have an overflow box, i would point the powerhead up to the surface and as long as the water keeps the surface moving, the film won't form

i assume you don't have a sump. In that case you can use something like this http://www.marinedepot.com/Tom_Aquatics_Aquarium_Surface_Skimmer_Surface_Extractor_Filter_Accessories-Tom%60s_Aquatics-OE1138-FIFRFASE-vi.html
and attach a maxijet to it then put it in your tank, that would do it
