ive seen many ppl being careful with the weight of the tank on apartment buildings. would i have any problems with my 29 galllon tank on the thrird floor? im also building a 20 gal sump for it.

no, if it's concrete floors your good for a 150g tank or so, wood near a wall(load bearing) would take about the same. a 29 and 20sump only weights about 350 lbs or so, same as a large person, or a fridge.
my fridge weights around 800 lbs(big side by side) and doesn't move the floor

This should be fine. A full bathtub with a person in it, or a wall-to-wall bookshelf, are far heavier. Or, like the others said, a washing machine or a full fridge/freezer unit.

I only took care to place my larger (FW) tanks along load-bearing walls.

If you are on very good terms with your landlord, you can also ask him to check with the architect how much weight the floors in your place can bear. But for 29 g that is not necessary imho, you should be fine.
