If i use a 9v plug for a 12v computer fan (DC) will it run slower, and thus quieter, or just cause some sort of problem?

It will run slower, quieter, at the expense of less airflow-- possibly requiring additional fans. Better option, is to buy a quiet fan in the first place.

Also, fans should be driven by a power supply, not a wall wart charger-- they are not designed for the application.

While I agree with the post above..... I use 9 to 12v wall adapters to run PC fans and have done so for many many yrs. Currently just set up 3 fans with a 9v 800ma wall adapter. Yes you will have alittle reduce airflow.
