What is it and how do I get rid of it?

Diatoms. They're a slow moving motile plankton. under the microscope they kinda look like battle ships. They seem to bloom when phosphates and/or silicates are high and when your bulbs agre (spectral shift). Check your PO4 and take measures to lower it if elevated. You're using RO/DI water, right? Also, try increasing circulation to areas that are affected.

A photo is always helpful in diagnosing these outbreaks. Is the tank new? It could be diatoms, as jtma508 mentioned. They are a normal part of a new tank break-in period. Keep the water moving briskly, watch your parameters, and don't overfeed.
