So I have a 29 Gallon biocube and was wondering how much dry to live rock I should have. I was thinking about 25 pounds of dry rock to about 7 pounds of live rock. However, this seems like quite a bit of rock since 25lbs is dry meaning it will be about 40lbs wet. Any input would be appreciated.

That ratio is fine, keep in mind that the less live rock you have the longer it will take to seed.

I understand that, but I'm on a budget and don't have that much to spend on live rock considering it's 2-3 times as much as dry rock. Also curing it is a pain. I plan on curing the rock in my tank since there are no fish present in it. Does that sound like a good plan?

Yes it is a good plan as long as you are patient enough for it to seed.
