putting starboard at the bottom do i need to silicone if i dont will it float

It shouldn't float. I wouldn't silicone.

should the starboard be a certain thickness i have 1/4 inch

that's good. It's main purpose is to prevent any type of damage to the bottom glass. Pressure points from rocks, racks, etc. No need for anything thicker.

silicone is to keep detritus from getting underneath and is a common practice

Definately a common practice, but it's a little perminant. I would rather have the option of easy removal if needed.

I would rather know that detritus was not settling under my starboard.

+1 for silicone.

Its not permanent and is easier.
