Top off water cloudy...

Yesterday I went to top off my sump and the top off water was cloudy! All it is is fresh tap water in an 18G bucket with water conditioner in it. I have used this for years and have had no problems with it. I just assumed that it was bacteria, but i really have no idea. It's either that or my tap water conditioner has something wrong with it. The water was not cloudy when I filled it on friday.
I emptied it and washed the bucket out with bleach and now it's air drying.
Anyone know what it is? or what I should do/not do in the future?

It could be the water utility in your area treated the water with something. A lot of municipalities treat with zinc or some other substance every couple years to clean the pipes out.

I would be really interested in a TDS reading on this cloudy water...

Sorry, I can't do that. I dont have a TDS meter and I dumped the water down the drain. This happened once before though about 3 months ago I think.
