I have been winning the battle on a small hair algae outbreak in my nano. Recently I have been getting this brown stringy stuff that looks more like a spider web in places on the rock work. It also looks like it is excreted from the tufts of hair algae. Most will be covered when I have the stuff pop up. I have had some break free and get caught on sps and my Koralia housings. Noticed it a while back not a everyday thing but has been in the tank on several occasions before today. I have pulled the stuff from the tank and it has a string like texture not slime like. Any input will be greatly appreciated.

When lights come back on I will try to get a picture.

i believe it is dinos, i just got rid of mine. Make sure to sipon out all you can every day. Then do like a day of no lights and maybe a 4 hour day the next. Phos-ban will help too. I went on vacation for a week and came back to a tank full of it. I got rid of it in less than a week. good luck!
