Need some help with RSM back chamber pumps

Hey guys, for some reason I can't run both pumps at the same time on my RSM, whenever I turn on both of them the back chamber where they're located runs out of water? I'm sorry if its a dumb question but been at it for 2 weeks already and I'd really like to run both pumps for more water movement.

I'm not sure on the RSM130 setup, I have the 250. But is there the "fine polishing filter" (i.e. filter floss) in place? Once clogged, this will limit the flow into some areas of the overflow. Also, if the opening to the overflow is up to the top of the water level, enough water may not be able to get through the overflow.
