What is the diffirent if i run Ushio 20000k 400w with magnetic ballast and elctronic ballast ? and what is better ?

Depends on the Bulb, you need to match the ballast to the bulb or vice versa. Match the running AMPS, From what I understand most ushio bulbs run best at 3.0amps where most electronic ballasts run at 2.2 to 2.8 amps. You would be looking at a HQI ballast to get the running amps to 3.0+
