A guy is coming to look at the lights on my present tank that are for sale. The problem is i don't have the other tank cycled yet. Can I use my new light (36" 4x39w t5) on my 20 and if so how high should I suspend it

So you want to use 36" bulbs on a 20" fixture? I'm not really clear on what you are trying to do. Some guy is buying some lights from you, but I don't know what those are and you have another fixture but want to do something with that. Explain a little bit.

I'm upgrading to a 45g but it hasn't cycle. The light I have for the 45 is strong (4 t5s). But I know its too strong to put on my 20g. Can I suspend it on top of the 20 to make it work?

You should be fine using a 36" 4 bulb t5 over the 20. It is definitely not going to smoke the corals or anything. Maybe cut the light period down for the first week or so just to be safe. You can always make it a 2 bulb fixture temporarily.
