Mp40w flashing red and green

I just purchased this from another reefer.

It arrived and it is flashing red and green.
(according to the manual it says it is motor stall)

I have made sure the propeller is spinning free. It also does this even not connected to the wet side.

Did I just get taken..... on a broken MP40 or am I missing something.

Is there something I can check on the dry side?
