Light Not working right???

I have a brand new Aquatic Life 4 lamp HO light fixture. It shuts totally off for about a second and then comes right back on. This happens randomly. Any thoughts on what could be wrong?

Sounds like one of the wires are lose from the ballast maybe? Take it apart to check the wires to the ballast would be my suggestion.
