PFO mag ballast problem

I have 2 400w PFO magnetic ballasts. one is rocking, and the other works good too. my problem is some days it will shut off for a few min and then kick back on... i was thinking it might be getting too hot, so i put a 6" fan blowing over all my ballasts, and it still does it. it doesnt do it every day, just intermittent. could something be going out or need changing? i got them used and they have not been touched since i put them on 1.5 years ago.

any help or in site would be great!

bump. anyone have a guess as to why this is happening?

possibly a loose connection.
