What does the effluent water PH need to be to disolve the media properly?
I am using Two Little fishes brand Reborn.

Melevsreef.com says between 6.3 and 6.5. I have seen other threads on this site that say as high as 7.0ph will work.

That depends somewhat on the media, but dissolution should start around 7.0 or perhaps a bit higher. Most tanks will require enough calcium and alkalinity that you'll need a lower pH to keep up with the demand, though.

I'm starting out a new tank and first time Ive used a reactor what should i have it at. Its been about a week since its done with the ammonia cycle and Coraline has just started growing. PH gets to 8.2 at its hight when the light is on.

I run ARM Coarse at pH of 6.73

Start at 6.8 or so is a reasonable idea. I'd just watch the alkalinity level carefully to make sure the tank isn't overdosed.
