I use vinegar to clean skimmers and empty tanks. For the outside of my tank I just use a wet microfiber cloth.

I don't believe the cleanup crew will take the place of a skimmer. You should look into getting one of those. Gobies wouldn't fit in the cleanup crew category.
Here is some of what I use for a cleanup crew:
Certih Snails
Trochus Snail (just one)
Nassarius Snails
Stomatella snails
Scarlet Reef Hermits
Blue Leg Hermits
Red Leg Hermits
Brittle Stars

on a tank your size you will have a lot of great options for a pretty small price. Just decide whether you want a hang on back (HOB) or an in sump model. You can find some great used deals on skimmers as well when people upgrade. Just check some reviews and opinions.

I would just keep an eye out for a used in sump skimmer. Reef Octopus and AquaC are two popular brands. Dzones and snakemanvet are good at finding skimmer deals.

I just noticed dzones replied before I did. I would take dzones advice as he has much more reef knowledge than I do.

I think I might be able to get ya hooked up with a skimmer to start off with. I have 3 of em. I just need to know a few things..
How much total water in your system?
How much height do you have to put an in-sump model in place?
