What type of ballast is this? Any good?

Guys,

I purchased two of these babies 3 years ago along with two Reef Optix 3 pro pendants.

I currently using one right now on my 20 gallon with a 250 watt Hamilton 14K bulb.

Have been wondering lately how efficient it is, and are they good for PAR?
