What kind of light? More info is needed before we can answer any questions.

My ATI Sunpower is about 7 inches off the surface of the water. I can keep it as close as I want because of the splash shield and no heat transfer to the water.

If you run a MH you need to keep it up higher off the water surface.

The bottom of my 250W pendant is about 9" off the water. The distance from the surface isn't really important, but as rt mentioned, the closer the light is to the water, the faster it will heat it. Otherwise, it doesn't get stronger as it gets closer or anything because the air between the light and the water does not inhibit its strength very much at all.
