I set up my BRS deluxe GFO/Carbon Reactor today and I have it so I can just barely see some of the granules barely moving at the very top none of the granules below the very top move. Is this good?

Yes, sounds good. You'll have to monitor your PO4 to check performance. The best way is with a Hanna. My experience has been that chemical color tests just aren't accurate. Check with your LFS to see if they can do this or just buy one, but they can be pricey.

agreed, some people use the comparison of flow through GFO to a light boiling action. If you've got that your good.
