HELP sick emperor angelfish with POPEYE

Sorry if this is in the wrong spot I could not find the fish illness discussion threads. My emperor changing angelfish has popeye in his Left eye only- im not familliar with this disease as i never had a fish with popeye.
the fish was put into a 150 gallon RT with lots of caves and LR
there 3 yellow tangs 1 powder blue tang all small and 2 clownfish.
i will put up some photos im not great with pictures but i tried.
1- can i treat this disease ?
2- is it contagous ? to the other fish.
3- what do i need to help the fish recover from popeye
4- is it possible that it can go away by itself and is this perminant ?

ammonia-0
nitrite-0
nitrate-2.5
ph-8.2
calcium 550 ppm
alk-10 DKH
its worth noting i did add a small 2.5 inch dottyback magenta fish a few days ago that was in the qt tank and was eating well and looked very healthy and hes been very shy in the 150 gallon tank- and hides in a small cave all day and most of the time is on the other side of the emperor angelfish and usually only comes out to eat.
ive been feeding the same food for the same 6 weeks- nori mysis frozen foods and formulla 1 and 2 pellets.
