How many Lumenarc III reflectors to illuminate this tank?
120 INCH X 30 INCH X 24 INCH
And what bulbs to use: 250 watts or 400 watts?

The 250's would work well for 24" tall.....as for how many.....how many openings are in the top of the tank? Ideally you want one for every two feet, so that makes 5.

As Chris noted, the 250's should be just fine in a 24" tank. Rule of thumb for reflectors is 2-2.5' of coverage although I seem to recall reading the the LumenArcs are a bit less center focused than say LumenMax Elites. Depending on what you're going to keep I think you can get away with 4 but if you're going with critters that have higher lighting requirements then I'd say 5. With that many lamps I'm guessing you're also going to need to looking into cooling methods for your tank too.

I am doing 3 luminarc III's on my 120x30x30 tank with 250w MH bulbs

Like others mentioned it really depends on what you are keeping & how the tank is setup. I do not like putting a MH bulb over acrylic & since my tank is FO I am just using 1 ballast/fixture per opening.

So far I have only turned 1 on & it covers more then 3ft of the tank so for me I am fine.

only 3 reflectors for 120 inch?
I do not seem optimal coverage ...120 x 30 x 30 is a big tank...with 250 is more difficult :hmm3:
