Is it safe to be applied to plastic that would be placed in the tank?

Yes most of us use it, but should cure for a full 7 days then it will be fine

I used a product at Lowes called plastic paint from valspar. It has great adhesion to pvc pipe. I let mine dry about 4 hrs and it was good to go.

It is safe. I have used it internally in my tanks with no problems.
