looking for best t5 ballast , however since ice cap is out of business they dont count anymore. who is gonna fix and warrenty an out of business company. so what ballast is best and wil over drive the bulbs slightly

Do you have a reason to overdrive?

Unless your tank is full blown SPS and 30 inches deep, there is no need to OD IMO.

Spec T5 ballasts will get the job done as long as you use good bulbs and good reflectors with proper cooling.
