hey all.. i noticed that my sicce skimmer pump on my bubble master was not functioning on my skimmer... which happens decently often.. i attempt to start it up again and upon sticking my hand in the water i receive a mild electrical shock...
i tested the water for any other voltage using a multimeter and checks out at .1-.3 volts... so minimal.. or none... and i am too chicken to try starting the pump up again to test it... ive touched the water and all is fine...
is the pump just done? or is there something i can do?

Call up the manufacture no matter how old it is. No pumps should ever be shocking you.

Is the outlet grounded?
i recently moved my tank from its previous spot in order to make room for a new tank that i am working on (which was no easy task)...and is in a "temporary spot".... and of course my luck.. the one time i need the gfci... the tank is not plugged into it... so in that location.. no it was not grounded...

well it looks like i just have to buy another pump... not so much help at sicce
response from sicce:
These pumps are modified by the oems for skimmers. We do not have a mesh wheel, needle wheel or other. We price these so that OEMS cover the warranty because once they modify them we cannot be responsible. We only test and warranty the items we sell as they are made from the factory.
If you want to purchase a new pump you can do that from the manufacture of the Skimmer
