I'm not sure if this is a Hydroid Colony, but from what I've read on these forums and the little research I've done it points to a possible yes. The picture was taken with my phone and about 5 minutes after the lights came on.

The Polyp colony is about 2" in diamter at the moment to give you an idea as to the size of this possible hydroid colony.

Now, if it is...would this be harmful to my Pink Star Polyps and to my tank?

Difficult to tell without them open. Could you give us a picture with them opened up? Here is a link that may help you ID them:

When I looked at them when I got home from work, the item in question looked like a spider's nest web make type of thing. Unfortunately my camera didn't like the lack of lighting so I couldn't get a good picture.

Did you just recently acquire that rock and found that on there? the reason I ask is because that resembles a stressed/ closed GSP colony, in which case definitely not harmful at all.
